IThinkUPC has led the technological development of the AL TEU COSTAT mobile application, a pioneering digital platform promoted by the Rubí City Council to improve the quality of life for people with functional diversity and their environment.
This project, which originated from a citizen proposal within the Participatory Budgets, marks a paradigm shift in public policy, creating a robust and accessible tool that puts technology at the service of social inclusion.
Technology and rigor at the service of the common good
IThinkUPC’s role in the project has been comprehensive, undertaking the full development of the platform. This includes the application of technological advancements, the design of an adapted user experience (UX/UI), the development of the frontend, backend, and mobile app, as well as consulting on all related technological aspects, such as connections with other systems.
Thanks to its link with the Universitat Politècnica de Catalunya (UPC), IThinkUPC has been able to incorporate Artificial Intelligence (AI) elements, used specifically for content moderation and security within the user community.

For the development teams, one of the challenges and sources of pride has been ensuring that such a complex tool, with AI integration and various systems, was as simple to use as possible, both for the organizations that publish content and for the end-users who actively participate in the community.
Guaranteed accessibility and open evaluation
Accessibility has been a fundamental pillar since the initial design. The application has been designed and reviewed following the Web Content Accessibility Guidelines (WCAG 2.2), and specifically Decree 216/2023 of December 5th from the Generalitat de Catalunya, which guarantees maximum inclusion for all functional diversities. Furthermore, collaborative work is underway with ONCE to guarantee this accessibility for all communities.
The AL TEU COSTAT application’s pilot version is now available on Google Play and will be available soon on the App Store. It is designed for:
- Users: To check activities, news, and a specialized directory. Registered users can post needs, make offers, and interact securely.
- Organizations and services: To have a channel for dissemination and connection with the community.
The Rubí City Council has opened a pilot evaluation period until March 3, 2026, to gather suggestions from citizens and organizations before the stable final version is released.
